I found this out accidentally today while viewing a manual for my digital tablet online. I evidently right clicked (in my case I tapped with two fingers on the tablet) and the Right Click context menu popped up. "Open with Preview.app" was one of my options. Selecting it, the document immediately opened in Preview. Now I could expand the view or zoom in to read it better. Some of that you can do in the web browser, but it's easier with Preview. You can also save the document when you're done.
Remember, "Right Clicking" (an old term from the mouse and stone axe days) can be accomplished by holding down the CONTROL key and then clicking or, if you have it enabled, you can tap with two fingers on your track pad to open the menu.
